To drive value creation by supporting the economic analysis of capital projects and business improvement initiatives with scope relevant to the Economics & Planning Department. This role is accountable for monitoring the integrated, forward-looking view of the CSPC site’s current and future state, ensuring all changes from capital projects and business development are accurately reflected in planning models and processes. The position acts as a central coordination point for VDO/TDO tactic value tracking and a key supporter of the COSP team, while also providing crucial administration coordination to ensure the smooth day-to-day operation of the Economics & Planning team.

This role operates at the critical intersection of project evaluation, operational strategy, and team coordination within a world-scale petrochemical complex. The site produces over 2.2 million tons of ethylene and 6.8 million tons of products annually, with an expansion underway that will increase ethylene capacity to 3.8 million tons. In this dynamic environment, the position’s impact is defined by three dimensions:

Strategic Funnel Management: Serves as the central focal point for analysis of the capital project funnel with scope relevant for the Economics & Planning Department. Provides the economic support and value assessments that guide decisions on projects ranging from minor debottlenecks to major strategic expansions.

Integrative Coordination: Acts as a vital link between the Economics & Planning team, Manufacturing Technology (MFT), the COSP strategy & planning team, and other company stakeholders. Ensures that turnaround planning and project evaluations are optimized for integrated site value, not just individual unit performance.

Team & Process Enablement: Holds a dual role in enabling team effectiveness, both by providing the analytical foundation for business improvement planning and by managing essential administrative functions that allow the department to operate efficiently and cohesively.

工作职责

1. Capital Project Economic Analysis

Closely collaborate with the COSP team on the economic evaluation of capital projects. Partner with the COSP team to provide robust value assessments, ensuring together that all projects in their funnel are rigorously analyzed for margin impact, risk, and alignment with site strategy.

2. Integrated Site & Project Tracking

Support COSP on the development and maintenance of a master overview of the current site balance for the petrochemical complex. Track all proposed and in-progress projects, business development initiatives, and asset modifications, quantifying their impact on the site’s operating window and optimization opportunities. Ensure planning models and internal processes are updated to reflect these changing realities.

3. Value Delivery & Tactic Coordination

Coordinate the reporting and tracking of VDO/TDO tactic delivery within the COEP team. Act as the primary focal point to provide steer on the economic value uplift expected and realized from projects, proactively engaging with stakeholders to provide analytical support.

4. Business Improvement Planning

Contribute to business improvement planning by levering economic insights to identify opportunities for moving constraints and expanding the operating window. Collaborate with Manufacturing Technology (MFT) and other teams to evaluate and prioritize projects that can deliver sustained value uplift.

5. Turnaround Support & Optimization

Support the manufacturing teams with turnaround planning. Pro-actively contribute to the optimization of turnaround scope and timing to deliver maximum integrated value.

6. Continuous Improvement & Innovation

Work on a wide array of continuous improvement initiatives to enhance the department’s capabilities. This includes developing and expanding hedging activities to support production decisions, creating new data visualization tools, and driving structural improvements to systems employed in the optimization processes.

7. Team Coordination

Ensure the smooth functioning of the department by managing key team routines, including the coordination of training plan, facilitation of team meetings to track progress on key initiatives, and management of the department’s activity list. Support the Department Manager in budget monitoring and resource planning to enable the team to execute its strategy effectively.

• Education: Bachelor Degree or higher, preferred with a major in Chemicals Engineering, Industrial Engineering, Economics, Finance, or a related technical/business discipline.

• Experience: A minimum of 5 years of experience in the petrochemical, refining, or related industries, with demonstrated experience in economic analysis, project evaluation, or planning. Experience in a role requiring cross-functional coordination is essential.

• Language (fluent): Professional proficiency in both English and Mandarin (written and spoken) is required.

• Digital tools: Advanced proficiency with standard office software (particularly Excel) and experience with data analysis and visualization tools. Familiarity with planning systems or LP concepts is an advantage.
